Victoria is a cultured figure in the UK healthcare sector. With 10+ years of experience as a senior CQC regulator, Victoria has recently performed as a director of governance and quality improvement for a national care group. Previously a successful practice manager in primary care, she has a wealth of experience at every level of the industry, from practice management to delivering effective regulation across healthcare, at both provider and system levels. Now, she runs her own consultancy business, offering a vast level of experience, with access to a small network of associate consultants to support improvements across the healthcare sector.

Regulation To Results

Having faced both sides of CQC inspection processes and proceedings across primary, independent, and social care, Victoria understands both the pressures and opportunities that come with healthcare regulation. Working with providers to bring a hand-in-hand improvement in both care quality and regulatory ratings.

In her role as a Head of Inspection at the CQC, Victoria led a rapid regulatory programme to deliver Provider Collaboration Reviews (PCRs) of integrated care systems across England to explore how providers worked together to rise to the challenges posed by the COVID-19 pandemic, leading a series of thematic reviews, investigating: care for older people, cancer care and pathways, and children and young people’s mental health.

Most recently positioned as a Director of Governance and Quality Improvement and Nominated Individual within the social care sector across England and Scotland, Victoria has led the design and implementation of an internal quality assessment framework in line with both the CQC and the Care Inspectorate Scotland.

Serving as a delivery manager within the CQC’s regulatory leadership function between 2022 and 2025, Victoria’s notable accomplishments were in leading the design and delivery of a mental health project in collaboration with a charity focusing on the experiences of black men in mental health services and disparity in their treatment, including commissioned research, allowing for two universities to carry out published external research into the matter.

Furthermore, in this role, Victoria prepared a successful business case, securing substantial Grant-in-Aid funding from the DHSC for the CQC to develop an in-house programme Independent Care (Education) and Treatment Reviews (ICeTR) and associated governance, working in collaboration with NHSE in year one, with a focus on reducing long-term segregation for those with learning disabilities and autistic people. Taken over from the DHSC & NHSE to bring about an improved process, which has demonstrated vast improvement since this work commenced.
